JEWETT CITY, Conn – The Thames Valley Council for Community Action, Inc. (TVCCA) is excited to announce the hiring of Penny Newbury, Ph.D. to fill the role of Senior Director of Development & Communications. Prior to joining TVCCA, Penny served as the Director of Grants & Communications for The Arc Eastern Connecticut in Norwich; she has served in this role since 2016 and has been responsible for developing and implementing The Arc’s annual fundraising plan, which has involved securing support from federal and state agencies, individuals, foundations, and corporations. Prior to her work with The Arc, Penny worked as the Vice President for Programming for the Building Bridges to the Future Foundation in Indonesia, as a Development Officer for the United States Agency for the International Development (USAID) in Afghanistan, as the Grants Manager for the Town of Sprague, Conn., and as a Program Manager with the American Refugee Committee International in Kosovo, just to name a few of her many past experiences. The versatility and passion to help others, demonstrated by her professional history, is just one reason why TVCCA is proud to have her join the team. Penny holds her Ph.D. in English from the University of Rhode Island and both a Bachelor of Arts and Master of Arts in English from the University of Connecticut. “TVCCA finds itself at a moment in time where we need to work harder to secure funding to cover ever-increasing costs, and we need to communicate in more strategic ways to reach all individuals in need that make up the communities we serve,” said Josh Kelly, TVCCA’s CEO. “Penny Newbury has the skills and abilities needed to help take TVCCA to the next level in the areas of development and communications; we can’t wait to have Penny come aboard as a member of our team!” Penny’s first day with TVCCA will be on Thursday, February 22nd, 2024. She will work out of the agency’s office in Jewett City. TVCCA is the federally designated Community Action Agency (CAA) for southeastern Connecticut, with most of its programs covering the 21 towns of New London County and other programs covering larger portions of eastern Connecticut. TVCCA offers assistance in areas such as housing, home heating, food and nutrition, employment and professional development, early childhood education, woman and infant care, and other community services. In 2023, the agency employed approximately 350 individuals, the agency’s volunteer partners invested over 63,000 volunteer hours into the community, and the agency as a whole invested over $40 million in staff time and direct assistance into southeastern Connecticut.
