The Southeastern Connecticut Enterprise Region Corporation (seCTer) is the designated regional economic development organization, stimulating growth and prosperity in the Economic Development District of Southeastern Connecticut and the town of Windham. SeCTer makes the region stronger and more vibrant by coordinating the region’s Comprehensive Economic Development Strategy (CEDS), offering a regional revolving loan program for targeted small businesses and providing the state’s Procurement Technical Assistance Center for all levels of government contracting.
